HS2 Refocuses for Stronger Future Delivery

HS2 is set to embark on a new phase, with a revised timeline for completion beyond 2033 as Transport Secretary Heidi Alexander prepares to outline a more realistic path forward. Today's parliamentary statement will emphasise a commitment to responsible project management, acknowledging that delivering the high-speed rail line effectively requires a recalibration of schedules and budgets.

This strategic adjustment follows comprehensive reviews aimed at enhancing the delivery of major infrastructure projects. These insights, including an increase in projected costs by £37 billion since 2012, are being used as a valuable learning opportunity to ensure greater efficiency and accountability going forward.

Transport Secretary Alexander aims to establish a clear foundation, releasing two key reports that will guide future development. A review by James Stewart, former CEO of Crossrail, will offer critical insights into the oversight of large-scale transport initiatives. Concurrently, a report from HS2 CEO Mark Wild will provide a thorough assessment of the London to Birmingham construction phase.

Further bolstering leadership, Mike Brown, former Commissioner of Transport for London, is expected to be appointed as the new chair of HS2 Ltd. This experienced appointment signals a renewed focus on robust governance and successful project delivery.

While HS2's journey has evolved significantly from its initial 2012 vision of a £33 billion project opening by 2026, with some planned routes adjusted, the commitment to expanding rail capacity and cutting journey times remains. The current estimated cost for the remaining project (between £45 billion and £57 billion) reflects a clear understanding of the investment required to deliver this transformative infrastructure.
