Planning approval has been granted for a major residential-led development at Lots Road South in Chelsea, marking a significant milestone in the Royal Borough of Kensington and Chelsea’s new homes programme.
Approved by the planning committee on Wednesday 17 December 2025, the scheme (submitted by the Council’s development partner Mount Anvil) will deliver 274 new homes, including the borough’s first purpose-built extra care housing scheme. The development forms part of a wider strategy to increase housing supply while responding to local need and supporting long-term place-making in west London.
Extra Care Housing at the Heart of the Scheme
A central element of the approved plans is the delivery of 65 extra care homes at social rent, designed to support residents aged 55 and over who receive home care. The scheme will allow residents to live independently in their own flats, with 24/7 on-site care available when required, reflecting a growing focus on integrated housing and care models across London.
In total, the Lots Road South development will comprise:
Public Realm, Workspace and Community Facilities
Beyond residential delivery, the scheme includes a range of public realm and community-focused elements. These include a new community square, community centre, Creekside promenade, landscaped gardens and tree planting, alongside affordable workspace and flexible commercial space intended to support local economic activity.
The development also sits within a broader vision for the area, with proposals for a new riverside Lots Road open space, subject to further planning approval. Planned enhancements include improved seating, play facilities, planting, drinking fountains and upgraded access to the Thames Pathway, helping to reconnect the community with the riverside.

As a result of this scheme, there is quite understandably some concern over the level of disruption during construction and the longer-term impact to residents. We have been working hard with Mount Anvil to ensure we have captured residents’ feedback and have adapted the designs to take into account these comments throughout the process. We will continue to work closely with residents and local community groups as the scheme progresses to do all we can to minimise disruption.
