Sunlight is often treated as a comfort issue on construction sites, addressed only when temperatures become uncomfortable. That approach misses a separate occupational-health hazard: ultraviolet radiation. Workers can receive significant UV exposure while roofing, scaffolding, fixing steel, operating plant, working on highways or spending long shifts on open slabs—even when the weather does not feel exceptionally hot.
The Health and Safety Executive identifies construction workers as an occupational group at risk because of the amount of time spent outdoors. Short-term exposure can cause reddening and sunburn. Repeated exposure can contribute to premature skin ageing, eye damage and an increased risk of skin cancer. The practical response is to include sunlight in the site risk assessment and control exposure through planning, shade, suitable clothing, information and supervision.
UV exposure is not measured by temperature alone. Construction workers can receive harmful ultraviolet radiation on bright, cool or partly cloudy days, so the site assessment should use the UV forecast as well as the temperature forecast.
Why Sunlight Is a Construction Health Hazard
Ultraviolet radiation is part of natural sunlight. It cannot be seen or felt directly, and skin damage can begin before a worker feels hot or uncomfortable. A tan is evidence that the skin has responded to UV damage rather than proof that it has become safely protected.
Construction creates repeated exposure patterns that differ from occasional leisure exposure. An operative may work outside for several hours a day across many weeks, with the face, ears, neck, forearms and hands repeatedly uncovered. Roofers, road workers, groundworkers, scaffolders, bricklayers, steel fixers, plant operators and delivery teams may have limited control over where work takes place or when direct sunlight is strongest.
Is There a Legal Duty to Risk Assess the Sun?
Employers are required to protect employees and others from workplace harm. HSE's general risk-assessment guidance explains that employers must identify hazards, determine who could be harmed and how seriously, and eliminate or control the risk where elimination is not possible. Where outdoor work creates foreseeable UV exposure, sunlight should therefore form part of the assessment and site arrangements.
There is an important legal nuance. HSE states that there is no specific legal obligation for employers to provide suncream or sunglasses to outdoor workers. That does not mean UV exposure can be ignored. HSE encourages employers to include sun-protection advice within routine health-and-safety training and advises outdoor workers to remain covered during summer months. The wider assessment should focus first on reducing exposure through planning, shade and suitable work arrangements rather than treating sunscreen as the entire control strategy.

Use the UV Index, Not Temperature Alone
The UV index measures the level of solar ultraviolet radiation at the Earth's surface in terms of its potential to damage skin and eyes. A high UV day does not need to be exceptionally hot. Cloud can reduce visible brightness without removing all harmful radiation, and the Met Office warns that the UV index can be high at different times of year and under varying weather conditions.
The site team should review the UV forecast alongside temperature, humidity and Heat-Health Alerts. When the UV index reaches moderate or higher levels, the briefing should address exposure time, shade, clothing and sunscreen. The control response should become stronger as the index rises and as work becomes longer or more exposed.
Control the Work Before Relying on Sunscreen
The strongest controls reduce the amount of time workers spend in direct sunlight. This may include moving exposed tasks to earlier periods, rotating activities, creating temporary shade, using covered rest points and planning material locations so workers do not remain on open roofs or slabs longer than necessary.

UV and heat should be considered together, but they are not the same hazard. A worker may need sun protection even on a day when heat stress is relatively low.
Keep Skin Covered With Suitable Workwear
HSE advises outdoor workers to keep their tops on and to use head protection that covers vulnerable areas such as the ears and back of the neck. On construction sites, any sun-protection attachment must remain compatible with the safety helmet and must not interfere with the fit, condition or function of other PPE. Lightweight, tightly woven, long-sleeved workwear can reduce direct exposure while remaining practical in warm conditions. Site rules should prevent bare-chested working and should avoid a culture in which removing clothing is treated as the normal response to summer weather.
Provide and Position Shade Properly
Shade is an engineering and welfare control, not simply a place to sit at lunch. Temporary shelters, canopies, screened workstations and shaded welfare areas can reduce exposure where the task cannot be moved indoors. Their position should be reviewed as the sun moves and as the workface changes. A shelter located several floors away may exist on the site plan but be ineffective in practice. The assessment should consider whether workers can use the shade during normal recovery periods without lengthy travel or loss of access control.
How Sunscreen Should Be Used
Current HSE guidance advises a high-factor sunscreen of at least SPF 30 on exposed skin. Sunscreen should protect areas that cannot reasonably be covered, including parts of the face, ears, neck and hands. It should be applied before exposure and reapplied in accordance with the product instructions, particularly after heavy sweating or wiping the skin. Sunscreen should support—not replace—shade, clothing and work planning. A product left in a hot vehicle, shared without hygiene controls or supplied without time to apply it will not form an effective system. Where employers choose to provide sunscreen, arrangements should cover suitability, storage, availability, instruction and reapplication.
Do Not Forget the Eyes
UV radiation can also damage the eyes. HSE notes that exposure can damage the cornea and cause painful symptoms similar to having sand in the eye. Workers involved in highly exposed work, particularly around reflective surfaces, should use suitable eye protection where the assessment identifies a need. Ordinary fashion sunglasses are not automatically suitable construction PPE. Eye protection must remain compatible with impact, dust, splash and task-specific requirements. Where safety eyewear also provides UV protection, the specification and marking should be checked rather than assumed.
Who May Be More Vulnerable?
HSE advises particular care for people with fair or freckled skin that burns easily, red or fair hair, light-coloured eyes or a large number of moles. Previous sun damage, a personal or family history of skin cancer and some medications may also affect individual risk. People with naturally darker skin generally have a lower risk of UV-related skin cancer, but the risk is not zero. HSE also emphasises that people of all skin colours should protect themselves against eye damage, overheating and dehydration. Site communication should therefore avoid suggesting that any group is completely protected.
Recognise Skin Damage and Report Changes
Even mild skin reddening indicates damage. Sunburn may cause pain, blistering and peeling, and the NHS confirms that getting sunburnt can increase the risk of skin cancer. Workers with significant blistering, swelling or systemic symptoms should obtain medical advice. HSE advises workers to check their skin regularly and seek medical advice promptly where a mole or spot changes in shape, size or colour, or begins itching or bleeding. Other warning signs can include a persistent scaly patch, red lump, ulcer or area that bleeds, oozes or crusts. Construction supervisors should reinforce early reporting without attempting to diagnose skin conditions themselves.
Build UV Protection Into the Daily Briefing
Sun safety is more effective when it is part of routine site management rather than an occasional poster campaign. The morning briefing can state the forecast UV level, exposed activities, planned shade, clothing expectations, sunscreen arrangements and workers requiring additional support. A briefing that tells workers to “drink water and use sunscreen” without changing an exposed programme is not a sufficient management response.
Review Controls During the Shift
Conditions can change quickly as cloud clears, the workface moves or reflective materials are installed. Supervisors should check whether shade remains usable, workers are keeping covered and the planned rotation is operating. Long shifts, overtime and delayed activities may also extend exposure beyond the original assessment. Where the weather creates both high UV and extreme heat, the combined effect may require further changes or suspension of particular tasks. Common Site Failures
Treating UV as relevant only during a heatwave: damaging exposure can occur on cool, bright or cloudy days.
Using sunscreen as the only control: work planning, shade and covering should reduce exposure first.
Allowing bare-chested working: this increases the area of skin exposed for long periods.
Providing distant shade: a rest area that workers cannot practically reach does not control the exposure.
Ignoring reflected UV: glass, metal, pale surfaces and water can increase exposure around the workface.
Assuming darker skin removes the risk: skin cancer can still occur, and eye damage and heat-related risks affect all workers.
Failing to review the assessment: changing weather, overtime, revised sequencing and new activities can make the original controls inadequate.
The Practical Answer
UV radiation should be treated as a foreseeable occupational-health hazard wherever construction workers spend significant time outdoors. The assessment should consider the UV index, exposure duration, time of day, work location, reflective surfaces, clothing, individual vulnerability and access to shade. The most effective controls are to reduce direct exposure through scheduling and shade, keep skin suitably covered, protect the eyes where required, use SPF 30 or higher sunscreen on remaining exposed skin, brief workers and review conditions during the shift. The objective is not simply to prevent painful sunburn today. It is to reduce cumulative damage across an outdoor worker's career.
