Manual handling is part of almost every construction project, but it is often reduced to a brief instruction about bending the knees. The legal duty is broader. Employers must first avoid hazardous manual handling where reasonably practicable, assess operations that cannot be avoided and reduce the remaining risk of injury.
The risk is not determined by weight alone. A relatively light item may still be hazardous when it is bulky, unstable, sharp, repeatedly handled, lifted above shoulder height or carried across uneven ground. There is no universal safe lifting weight. A manual-handling assessment must consider the task, individual, load and environment, and training cannot replace a safer design, mechanical aid or improved site logistics.

The Legal Hierarchy

The Manual Handling Operations Regulations 1992 establish three steps: avoid hazardous operations where reasonably practicable; make a suitable and sufficient assessment of those that cannot be avoided; and reduce the risk of injury so far as reasonably practicable. The assessment should incorporate worker knowledge and practical experience.
