1. Nobody Can Immediately Confirm Which Drawing Is Current
A simple question can reveal a surprising amount about temporary works control: which drawing is the site building from right now? If that question produces several PDFs, a photograph of an old markup, a drawing stored in somebody's messages, or uncertainty over whether the latest revision has reached the installation team, the issue is larger than document administration. The direct connection between the checked design and the workface has become uncertain.
Temporary works are particularly sensitive to this because revisions may change prop positions, ties, bracing, loading restrictions, sequencing, bearing details or connection arrangements. A superseded drawing can look almost identical to the approved revision while containing one change that materially affects how the system should behave. The test should therefore be practical. A supervisor standing beside the temporary works should be able to identify the controlled drawing being used and demonstrate that it corresponds with the current approved information.

A temporary works register only provides control when it reflects the actual state of the project. The warning sign is not that one spreadsheet cell is missing. It is when the physical site has moved further than the management record: temporary works are installed but still shown as awaiting erection, a revised design exists but the register points to the previous revision, a scheme has changed but the change is not recorded, or an item remains live on site while the register suggests it is complete.

Site test: Pick one live temporary works item at random. Does its register entry describe what is physically happening today: current design revision, installation status, check status, outstanding changes and next control point?
4. A Design Change Is Being Solved With a Verbal Agreement
Construction sites need to solve problems quickly. A service clashes with a prop. Access is obstructed. A component does not fit. Another trade needs space. The planned sequence becomes impractical. Those pressures make phrases such as "just move it slightly", "that should be fine" or "we've done it like this before" important warning signs. The issue is not that the site team has identified a better practical solution. The issue is whether the proposed solution changes anything the design relied upon.
Moving one component can affect restraint. Removing a brace can change stability. Altering a support position can change reactions. Substituting a material can change capacity. Changing the sequence can create an intermediate structural condition that was never checked. That means site innovation and design control are not opposites. The workface can identify the problem and suggest the solution, but the change still needs to pass through an appropriate review before the checked arrangement is altered.
Control question: If somebody asked tomorrow why this temporary works arrangement differs from the approved drawing, could the project show who reviewed the change, what information they considered and why it was accepted?
5. The Design Check Is Signed, but the Drawings Still Require Guesswork
One of the strongest warning signs can exist inside an apparently compliant design package: the calculations and check certificates are complete, but the construction information is still difficult to interpret at the workface. Certain temporary works decisions occur at moments when programme pressure is at its highest. Concrete is booked. Labour is waiting. A crane has been mobilised. A delivery slot is closing. The next subcontractor cannot start until an excavation, deck, propping arrangement or access system is released. 7. The Permanent Works and Temporary Works Interface Has No Clear Owner
Some of the most important temporary works decisions occur at interfaces rather than inside a single design package. A temporary support may impose reactions onto a permanent slab. A façade retention arrangement may depend on a structure being completed in a particular sequence. Back-propping may depend on assumptions about load distribution through several floors. Demolition may remove a load path before the permanent replacement is capable of providing stability.
The warning sign appears when each party understands its own design but nobody can clearly demonstrate who has checked the interaction between them. Questions such as "has the permanent works designer seen these reactions?", "who confirmed the slab can accept this construction load?" or "who owns stability during this intermediate stage?" should have identifiable answers.
If the answer repeatedly becomes "I assumed the other designer had checked it", the interface is not being controlled simply because both individual designs exist. 9. The Temporary Works Coordinator Is Finding Out After the Decision
The value of temporary works coordination is not simply maintaining records. It is connecting information, design, site activity and decision-making early enough to influence what happens. A clear warning sign is when the TWC or TWS regularly hears phrases such as "we already moved it", "they poured it this morning", "the subcontractor changed the sequence yesterday" or "we only found out after the inspection".
At that point coordination is becoming forensic: documenting decisions after they have already affected the site. 10. Nobody Can Say What Would Trigger a Reinspection or Reassessment
Temporary works operate in a changing environment. The condition accepted on Monday may not be identical on Thursday. Ground becomes saturated. An excavation advances. Heavy plant starts travelling nearby. Materials are stored differently. A temporary structure is struck by equipment. Wind conditions change. Another trade removes or modifies something. A permanent structure progresses into a different stage. The warning sign is therefore not simply that inspections are infrequent. It is that nobody has defined the circumstances that would make the project question the previous acceptance.
For some temporary works, inspection frequencies are prescribed by specific legislation or guidance. But good control also requires understanding event-based triggers: conditions or changes that should prompt immediate inspection, review or referral rather than waiting for the next scheduled check. A useful temporary works system should therefore be able to answer two questions:
When is this inspected next?
What could happen before then that would make us inspect or reassess it immediately?

If those questions produce contradictory answers between the register, drawings, site team and physical installation, the problem is not necessarily the temporary works themselves. The problem is that the project's evidence chain has become fragmented.
Why the Strongest Warning Signs Are Usually About Information
Temporary works are physical structures, but many early indicators of weak control are informational. A missing brace can be seen. A missing assumption is harder to see. An incorrect component can be measured. An unclear design responsibility may remain invisible until two systems interact. A damaged prop may be obvious.
