El Niño Raises Wet and Windy Risk for UK Construction Sites

UK construction sites face a higher risk of wet and windy conditions through autumn as the Met Office tracks an unusually strong El Niño developing in the Pacific. The Met Office three-month outlook for September to November 2026 points to changed probabilities for temperature, precipitation and wind across the UK, while its separate El Niño analysis says the climate pattern is expected to increase the chances of wetter and stormier conditions across north-west Europe, including the UK, during autumn and early winter.

Tower crane operations carry the clearest wind exposure

More frequent windy spells would increase the potential for lifting operations to be suspended, particularly where sites are handling façade panels, shutters, cladding or other loads with a large surface area. The Construction Plant-hire Association's TIN 020 guidance on wind and tower cranes states that crane manufacturers commonly specify a maximum in-service wind speed of around 20 m/s, or 45 mph, but the UK industry recommendation is that tower cranes should normally be taken out of service at 16.5 m/s, or 38 mph.

That figure is not a universal permission to continue lifting until 38 mph. CPA guidance makes clear that the operator may stop operations earlier because of the load, crane configuration or difficulty maintaining control. Large, lightweight loads can become difficult to control well below the crane's maximum operating wind speed. For London projects, where cranes frequently operate well above surrounding streets and between tall buildings, the reading from the crane's own correctly positioned anemometer matters more than an assumption based on conditions experienced at ground level.

Out-of-service crane condition becomes critical in storms

High winds also change the risk after lifting stops. The Health and Safety Executive's guidance for luffing-jib tower cranes requires unattended cranes to be placed into the correct out-of-service condition, including free slew and the manufacturer's specified out-of-service jib radius.

Free slew allows the crane to weathervane with changing wind direction rather than resisting the wind through the locked upper structure. HSE investigations have identified cases where slew brakes were not fully released or cranes were left at an unsuitable radius, increasing structural loading during high winds.

The practical autumn check is therefore wider than simply monitoring tomorrow's forecast. Crane teams need confirmed manufacturer instructions, working wind-speed monitoring, functioning slew-brake release mechanisms and clear responsibility for putting the crane safely out of service before conditions exceed operating limits.

Rainfall risk moves into groundworks and temporary works

A wetter autumn would also affect construction below crane level. Excavations, working platforms, haul roads, temporary drainage and partially completed structures can all become more difficult to manage when repeated rainfall reduces drying periods between weather systems.

The programme effect is often cumulative rather than a simple count of rain days. London Construction Magazine's earlier analysis of rain disruption and construction sequencing in London found that prolonged wet periods can affect successive packages as groundworks, concrete, façades, roofing and external works compete for shorter workable windows.

Temporary works also deserve attention before prolonged windy or wet conditions arrive. Hoardings, scaffolds, temporary roofs, façade retention, partially completed structures and other temporary arrangements may be exposed to wind conditions that differ substantially from those assumed earlier in the programme as the surrounding building geometry changes. England can remain in drought while flood risk increases

The weather shift is particularly unusual because England is entering autumn with significant drought pressure still unresolved. The Environment Agency's latest drought update shows 10 areas remaining in drought, with the rest of England in prolonged dry weather status.

National reservoir storage stood at 56.9% in the week ending 8 September, almost 20% below the level expected for the time of year, while 12 reservoirs or reservoir groups were below half full. Temporary water-use restrictions also remain across large parts of England.

For construction planning, drought and wet-weather risk should therefore not be treated as opposites. Water-resource pressure can remain in place while individual weather systems produce intense rainfall, surface-water problems or short-term site flooding. Recent rain has improved some river flows but has not restored reservoir or groundwater conditions to normal.

Its August assessment said the event was growing towards a winter peak and was expected to increase the chances of wetter and stormier weather across the UK and north-west Europe through autumn and early winter.
